In terms of residential dwelling units, the assumption is that they are occupied unless any of the following conditions are met:
- The certificate of occupancy is revoked or suspended.
- The dwelling is officially registered as vacant with the City.
- A code official declares the dwelling unsuitable for human occupancy.
