Plans and Reports

The U.S. Department of Housing and Urban Development (HUD) requires the Grants Management Division to complete the following documents:

The Consolidated Plan is the five-year planning document that outlines the goals, strategies, and activities that the City of Urbana and Urbana HOME Consortium will implement through HUD's HOME and CDBG programs to address the needs of the community. The City of Urbana is lead entity of the Urbana HOME Consortium, which consists of the City of Urbana, the City of Champaign, and unincorporated Champaign County. The 2025/29 Consolidated Plan, approved by City Council on June 9, 2025, is available on this page under "Supporting Documents." 

The Annual Action Plan (AAP) is a required component of the five-year Consolidated Plan and is a one-year implementation strategy for each year of the Consolidated Plan. The 2025/26 AAP is included in the 2025/29 Consolidated Plan. A draft version of the 2026/27 AAP is available on this webpage.

Both the Consolidated Plan and Annual Action Plan drafting cycles include a public comment period, during which the Grants Division solicits public input to guide funding decisions. 

Each year, the Grants Management Division also prepares a Consolidated Annual Performance and Evaluation Report (CAPER), an annual report to HUD detailing actions that have been completed related to the goals of the Consolidated Plan. A draft CAPER for the 2024/25 program year was submitted to HUD in September 2025, and is available for review on this page. 

The Housing Program Manual contains guidelines for housing programs offered, as funding is available, and is adopted every five years along with the new Consolidated Plan.
