Community Development Block Grant (CDBG) Program

Logo of Housing and Urbana Development

The Community Development Block Grant (CDBG) Program is administered by the U.S. Department of Housing and Urban Development (HUD) and was established under the Housing and Community Development Act of 1974. Its primary goal is to help communities develop viable urban areas by providing decent housing, a suitable living environment, and expanded economic opportunities, especially for low- and moderate-income individuals (HUD.gov) 24 CFR 570

National Objectives

The authorizing statute of the CDBG program requires that each activity funded, except for program administration and planning activities, must meet one of three national objectives.

The three national objectives are:

– Benefit to low- and moderate- income (LMI) persons

– Aid in the prevention or elimination of slums or blight

– Meet a need having a particular urgency (referred to as urgent need).

The City of Urbana utilizes its CDBG funds for a range of activities, including the Home Repair Program, infrastructure, public services, and code enforcement.

More detailed information on how the City of Urbana uses its CDBG funds can be found in the Grants Division's Plans and Reports.
