A Planned Unit Development is a large, integrated development adhering to a detailed site plan and located on a contiguous tract of land that may include a mixture of residential, commercial and/or industrial uses. Zoning and development regulations may be varied in conformance with the Urbana Zoning Ordinance and the adopted Urbana Comprehensive Plan.
- Residential Planned Unit Development: A type of planned unit development focusing primarily on residential uses, which may include limited compatible business development.
- Commercial Planned Unit Development: A type of planned unit development focusing primarily on business uses, which may include compatible residential development.
- Mixed Use Planned Unit Development: A type of planned unit development focusing on the integration of residential and business uses in a manner compatible with the surrounding uses and with the goals of the Urbana Comprehensive Plan.
- Industrial Planned Unit Development: A type of planned unit development focusing primarily on industrial uses, and permitting other compatible business uses.
The purpose of a planned unit development is to encourage development that goes beyond the minimum zoning and development standards in terms of design, public amenities, innovative “green” construction, and implementation of the Comprehensive Plan and other official development plans and policies. In exchange for public amenities, developers are granted flexibility in applying the typical zoning and development regulations. These amenities may include bicycle trails, public art, unique architecture, protection of natural resources, “green” design and building, or higher density and mixed-use development. For developers, flexibility allows more creative development that encourages infill development, provides a wider variety of housing choices, or meets a market niche. In all planned unit developments, the final built form shall be generally consistent with the goals, objectives, and future land uses of the Urbana Comprehensive Plan and other relevant plans and policies.

APPLICATION
The Planned Unit Development applications are available on the CitizenServe portal, which is an online program that allows applicants to submit applications and pay application fees online.
A digital pdf of Planned Unit Development applications are available below. You can save an application to your computer and fill in the information requested. You can either submit the application (including the application fee) in person, mail it to our office (City of Urbana | Planning Division, 400 South Vine Street, Urbana, IL 61801), or email it to Planning [at] UrbanaIL.gov (Planning[at]UrbanaIL[dot]gov).

FEES
Application
The application fee must accompany the application when submitted for processing. For the current fee, please refer to the most recent version of the City’s Schedule of Fees - Excluding Liquor License Fees.
Legal Ad
The Applicant is responsible for paying the cost for a legal ad in the News-Gazette, if required. The News-Gazette will bill the applicant directly.
Recording Approved Documents
The Applicant is also responsible for paying the recording fee(s), if required. After your application has been approved, staff will calculate the final recording fee and request a check from you made payable to the Champaign County Recorder prior to the document being recorded.
ASSISTANCE
It is strongly recommended and sometimes required to have a phone conversation or meeting with Planning staff (depending on the type of application) prior to an application being submitted. This is an opportunity to find out what regulations and requirements are expected to be met and followed. This includes what application(s) you will be required to apply and get approval for. City staff will inform you what the process and time frame will be for getting application(s) for your intended plans reviewed and hopefully approved.
