On October 25, 2026, at approximately 11:25 p.m., Urbana police officers were dispatched to the 1000 block of North Broadway Avenue following multiple reports of gunshots being fired.

Upon arrival, officers located an occupied vehicle in the area with multiple bullet impacts. The occupants were unable to provide accurate information regarding the shooting. No injuries were reported as a result of the incident. Officers also located several shell casings in the area and began processing the scene.

While officers were at the scene of the shooting, a vehicle driven by 22-year-old Baltazar Santiago-Francisco drove through yellow police tape and into the active crime scene. The vehicle continued through the scene on Broadway Avenue.

Officers subsequently made contact with Santiago-Francisco and during their interaction, identified indicators that prompted an investigation for driving under the influence. The investigation resulted in Santiago-Francisco’s arrest on preliminary charges of Driving Under the Influence of Alcohol, Driving Under the Influence of Alcohol with a BAC over .08%, and Using an Electronic Communication Device While Driving.

The shooting remains under investigation. Anyone with information regarding this incident is encouraged to contact the Urbana Police Department.

All charges are allegations, and Santiago-Francisco is presumed innocent unless and until proven guilty in a court of law.
Police are asking residents who live in the area to review any surveillance or doorbell camera footage from around the time of the incident and to contact police if they observe any suspicious activity or vehicles that may be related to this investigation.

The incident remains under investigation, and further information will be released as it becomes available.
Urbana Police ask that anyone with additional information please call 217-384-2320. Arrangements can be made for information to be shared privately.
